New Rules for Moto2 and Moto3 are Out!
The following decisions were made by the Grand Prix Commission, which was composed of Messrs. Carmelo Ezpeleta (Dorna, Chairman), Paul Duparc (FIM), Herve Poncharal (IRTA), and Biense Bierma (MSMA), in a meeting held in Assen on June 24, 2022. Sporting Rules – In Effect for the 2023 Season
Test Restrictions for Moto3TM and Moto2.
Because of the rise in the number of events on the calendar, the Moto3TM and Moto2TM class teams have asked to have the number of days allotted for private testing reduced.
- Testing will be limited starting with the 2023 season to:
- One formal three-day test will be conducted before the season begins.
- Four more days of testing in private. (Seven days remain.)
- Between the final race of the season and November 30th, there will be no restrictions on testing with inexperienced riders.
The Commission decided to provide an exemption for Moto2TM class teams utilising vehicles supplied by chassis builders who failed to collect six concession points in the two years prior. These teams will be categorised as “Concession Teams” like MotoGPTM.
Race results serve as the basis for concession points:
- 3 Concession Points for first place.
- 2 Concession Points for second place
- 1 Concession Points for third place.
These concession teams are allowed to:
- One official 3-day test will be conducted before the season begins.
- 7 extra days of testing in private.
Age Restrictions Moto2 Class
The minimum age requirement for all GP Classes (Moto3TM, Moto2TM, and MotoGPTM) will be 18 years old starting in 2023.
Winners of the Rookies and/or Junior GP are already exempt from this rule and are permitted to compete in Moto3TM when they are 16 (2023) or 17 years old (2024).
The Moto2TM World Championship may now be entered at 17 thanks to the exemption, which will now also apply to the winner of the European Moto2 Championship (2023).
Technical Rules – In Effect Right Now
Moto3TM and Moto2TM Classes Handlebar Grips
Recently, it has been discovered that certain Moto3TM teams have installed longer handlebar grips. The idea is to give their riders more room to slip their hands closer to the forks to increase the body’s aerodynamic impact on straightaways.
Due to the rider’s decreased control of the motorbike in this position, this activity is regarded as being quite unsafe. In light of this, the handlebar grip’s overall length in Moto3 and Moto2 is now limited to 130mm with immediate effect.
Except the handlebar end plug and/or the fittings for the brake lever protection, the handlebar grip must be installed at the end of the handlebar.

Cost of a Moto3TM Rolling Chassis
The cost of a fully functional rolling chassis, which only has to include a working engine, an ECU or datalogger, a transponder, and radio data transmitters and receivers, will be restricted to €87,000. (excluding VAT and freight charges). In comparison to the present price of €85,000, this is merely a minor rise.
A crash detection/alarm update kit is available for teams who want to use their 2022 computers in 2023. For €2,000, (Unified IMU + Unified Power Module + Harness). (VAT not included).
Moto3TM and Moto2TM Ride Height Instruments
While the motorbike is moving, any technology that alters or varies the static riding height is already prohibited. Devices that only work once at the start of the race are now included in this restriction (i.e. hole-shot devices).
